Le Centre de Rencontres et d\u2019Etudes des Dirigeants des Administrations fiscales<\/em>, fort de ses 30 pays membres et de ses 30 ans d\u2019existence, a atteint une grande maturit\u00e9 et se caract\u00e9rise aujourd\u2019hui par un niveau \u00e9lev\u00e9 de\u00a0professionnalisme<\/strong>\u00a0et d\u2019exigence<\/strong>, et est reconnu comme un lieu privil\u00e9gi\u00e9 d\u2019\u00e9changes<\/strong>.<\/p>\n

Professionnalisme<\/h2>\n

Chaque action du CREDAF, qu\u2019il s\u2019agisse du colloque annuel, des s\u00e9minaires ou des groupes de travail, est anim\u00e9 par des experts de haut niveau exer\u00e7ant dans les administrations fiscales de ses membres. Une documentation riche et compl\u00e8te est mise \u00e0 disposition des participants sur le th\u00e8me trait\u00e9, et tous les d\u00e9bats donnent lieu \u00e0 des synth\u00e8ses \u00e9crites.<\/p>\n

Exigence<\/h2>\n

L\u2019ensemble des d\u00e9l\u00e9gu\u00e9s pr\u00e9sents aux actions du CREDAF, responsables des administrations fiscales ou collaborateurs de haut rang, participent activement aux travaux, en s\u00e9ances pl\u00e9ni\u00e8res ou en sous-groupes, ateliers ou commissions, prenant \u00e0 tour de r\u00f4le la responsabilit\u00e9 d\u2019animer les d\u00e9bats et de les rapporter.<\/p>\n

Echanges<\/h2>\n

Le CREDAF est aussi et surtout un cadre privil\u00e9gi\u00e9 d\u2019\u00e9change d\u2019exp\u00e9riences, de mutualisation des bonnes pratiques et d\u2019opportunit\u00e9 d\u2019approfondir ou de mettre en place des coop\u00e9rations r\u00e9gionales et internationales. Le tout dans un esprit de convivialit\u00e9 et de fraternit\u00e9 reconnu de tous.Le CREDAF accompagne ainsi ses pays membres dans leur d\u00e9marche de modernisation et de performance, avec le souci constant du respect des droits et des devoirs de chacun, administration et contribuables, dans un contexte international en \u00e9volution permanente.Pour toutes ces raisons, je suis fier et honor\u00e9 des responsabilit\u00e9s qui me sont confi\u00e9es au sein de cette belle organisation internationale qu\u2019est le CREDAF.<\/p>\n

Compte tenu du d\u00e9veloppement des activit\u00e9s du CREDAF ces derni\u00e8res ann\u00e9es, l\u2019Association a souhait\u00e9 renforcer la structure de son Secr\u00e9tariat g\u00e9n\u00e9ral. Par suite, M. Isma\u00efla DIALLO a \u00e9t\u00e9 nomm\u00e9 Secr\u00e9taire g\u00e9n\u00e9ral Adjoint du CREDAF lors de la 33\u00e8me Assembl\u00e9e g\u00e9n\u00e9rale qui s\u2019est tenue le 22 mai 2017 \u00e0 Lom\u00e9, au Togo, en marge du 32\u00e8me colloque international du CREDAF.<\/p>\n

Inspecteur principal des Imp\u00f4ts et des Domaines au sein de l\u2019administration fiscale s\u00e9n\u00e9galaise, M. DIALLO a \u00e9t\u00e9 auparavant Conseiller technique au Minist\u00e8re de l\u2019\u00c9conomie, des Finances et du Plan du S\u00e9n\u00e9gal, avant de rejoindre le CREDAF en qualit\u00e9 de Charg\u00e9 de mission permanent, depuis le 7 novembre 2016.<\/p>\n

Cristel VOLPI, Charg\u00e9e de mission<\/strong><\/h3>\n

C\u2019est Cristel qui pr\u00e9pare la logistique des \u00e9v\u00e9nements organis\u00e9s par le CREDAF, en \u00e9quipe avec Odile\u00a0 PAOLETTI, et assure la coordination avec le comit\u00e9 d\u2019organisation du pays d\u2019accueil et l\u2019\u00e9tablissement h\u00f4telier h\u00e9bergeant l\u2019\u00e9v\u00e9nement, en amont depuis Paris et sur place pour les colloques et les s\u00e9minaires.<\/p>\n

Elle aide le Secr\u00e9taire g\u00e9n\u00e9ral \u00e0 collecter la documentation sur les th\u00e8mes retenus et participe aux r\u00e9unions pr\u00e9paratoires avec les experts animateurs.<\/p>\n

C\u2019est elle qui r\u00e9dige les proc\u00e8s-verbaux des r\u00e9unions statutaires (Assembl\u00e9e g\u00e9n\u00e9rale et Bureau ex\u00e9cutif).<\/p>\n

Odile PAOLETTI, Charg\u00e9e de mission<\/strong><\/h3>\n

Odile g\u00e8re toute la logistique interne du secr\u00e9tariat g\u00e9n\u00e9ral et pr\u00e9pare avec Cristel les \u00e9v\u00e9nements organis\u00e9s par le CREDAF. C\u2019est elle qui \u00e9labore tous les documents de synth\u00e8se et les publications du CREDAF, \u00e0 partir des contenus fournis par les experts et le Secr\u00e9taire g\u00e9n\u00e9ral. Son \u0153il ac\u00e9r\u00e9 et sa ma\u00eetrise des subtilit\u00e9s de la grammaire et de l\u2019orthographe fran\u00e7aises sont particuli\u00e8rement appr\u00e9ci\u00e9s pour la relecture des guides, comptes rendus et autres productions.<\/p>\n

Odile met \u00e0 jour les coordonn\u00e9es des membres, y compris sur le site internet du CREDAF, et g\u00e8re le parc informatique du secr\u00e9tariat. Elle assure \u00ab la base arri\u00e8re \u00bb logistique lors des d\u00e9placements conjoints de Cristel et du Secr\u00e9taire g\u00e9n\u00e9ral, sauf pour le colloque annuel o\u00f9 sa pr\u00e9sence sur place, aux c\u00f4t\u00e9s de Cristel, est indispensable.<\/p>\n

Isabelle GODARD, Charg\u00e9e de mission<\/strong><\/h3>\n

Isabelle est plus pr\u00e9cis\u00e9ment en charge de repr\u00e9senter le Secr\u00e9taire g\u00e9n\u00e9ral aupr\u00e8s des organisations internationales en cas d\u2019indisponibilit\u00e9 de celui-ci. Pour ces missions, elle est mise \u00e0 disposition du CREDAF par la DGFiP fran\u00e7aise o\u00f9 elle est Administratrice des finances publiques dans une direction territoriale.<\/p>\n

Ainsi, elle repr\u00e9sente le Secr\u00e9taire g\u00e9n\u00e9ral au Forum mondial sur la transparence et l\u2019\u00e9change de renseignements \u00e0 des fins fiscales (qui a accord\u00e9 au CREDAF le statut d\u2019observateur depuis septembre 2012), \u00e0 l\u2019assembl\u00e9e g\u00e9n\u00e9rale de l\u2019IOTA ou encore au Forum mondial de l\u2019OCDE sur la TVA. Chacune de ses missions fait l\u2019objet d\u2019un compte rendu de sa part (g\u00e9n\u00e9ralement publi\u00e9 sur le site du CREDAF) en vue de l\u2019information des membres.<\/p>\n

Isabelle assiste \u00e9galement aux r\u00e9unions organis\u00e9es par l\u2019OCDE \u00e0 Paris et aux r\u00e9unions statutaires du CREDAF.<\/p>\n

Par ailleurs, Isabelle GODARD apporte un soutien technique au Secr\u00e9taire g\u00e9n\u00e9ral dans la pr\u00e9paration de certains \u00e9v\u00e9nements, compte tenu de ses grandes connaissances fiscales.<\/p>\n

Laurent ROUSSEAU ne fait pas partie de l\u2019\u00e9quipe du CREDAF \u00e0 proprement parler, mais il est n\u00e9anmoins un maillon important du dispositif. Il assure une v\u00e9rification exhaustive des pi\u00e8ces comptables (environ 450\/an) apportant ainsi une s\u00e9curit\u00e9 aux membres du CREDAF mais aussi au Secr\u00e9taire g\u00e9n\u00e9ral.<\/p>\n

Il joue \u00e9galement un r\u00f4le de conseil technique aupr\u00e8s du Secr\u00e9taire g\u00e9n\u00e9ral dans le cadre de certaines \u00e9critures comptables inhabituelles ou dans les relations avec l\u2019organisme bancaire g\u00e9rant les comptes de l\u2019association.<\/p>\n
