A word from the general secretary

Le Cercle de Réflexion et d’Échange des Dirigeants des Administrations fiscales, is an international association bringing together the leaders of 31 tax administrations (30 members and 1 associate member). Created in 1982 and with 40 years of experience, CREDAF is recognized as a major player both in supporting its members and in the partnerships it has established with the international organizations for which it has become today a full partner.

CREDAF's actions

Each year, CREDAF organizes nearly ten international events: annual conference, director seminars, working groups, training seminar(s) and other thematic meetings. Each CREDAF action is led by high-level experts working in the tax administrations of its members. Rich and complete documentation is made available to participants on the theme covered, and all debates give rise to written summaries.

Partnerships

CREDAF has established contacts with international organizations for which it has today become a full partner. Thus, to date, it has concluded six cooperation agreements with the CIAT (2013), the OECD (2015), the former “Development Strategy and Public Finance” Unit of the UNDP (2016), the OIF, ( 2017), FERDI (2017) and the École des Mines de Paris (2017).

In addition to these partnerships, CREDAF is a founding member of the Network of Tax Organizations (NTO) and is one of the organizations supporting the Addis Ababa Tax Initiative (ATI).

These partnerships make it possible to implement concrete actions for the benefit of its member countries.

Exchanges

CREDAF is also and above all a privileged framework for the exchange of experiences, the sharing of good practices and the opportunity to deepen or establish regional and international cooperation, with a view to helping its members better cope. to new challenges. All in a spirit of conviviality and fraternity recognized by all. I am proud and honored by the responsibilities entrusted to me within this great international organization that is CREDAF.

 

THE CREDAF SECRETARIAT AND THE AUDITOR

Ismaila Diallo, Deputy General Secretary

Given the development of CREDAF's activities in recent years, the Association wished to strengthen the structure of its General Secretariat. Subsequently, Mr. Ismaïla DIALLO was appointed Deputy Secretary General of CREDAF during the 33rd General Assembly which was held on May 22, 2017 in Lomé, Togo, on the sidelines of the 32nd CREDAF international conference.

Principal Inspector of Taxes and Lands within the Senegalese tax administration, Mr. DIALLO was previously Technical Advisor to the Ministry of Economy, Finance and Planning of Senegal, before joining CREDAF as Project Manager permanent, since November 7, 2016.

Maya Dura, International Relations Advisor

Maya occupies a position as International Relations Advisor within the Office of International Relations and Conventions of the Canada Revenue Agency (CRA), which she joined in January 2023. Made available to the General Secretariat of CREDAF by the ARC, she works part-time from Quebec. As part of its responsibilities, it takes care of:

  • to support the Secretariat in certain administrative tasks such as writing reports, press releases, etc. ;
  • to carry out logistical tasks linked to the organization of CREDAF events (seminars, conferences, workshops, etc.);
  • to carry out a periodic environmental scan of the websites of CREDAF member countries and partners;
  • to ensure monitoring and updating (updating) of the CREDAF website;
  • to provide support for the management of the CREDAF hub in the KSP platform.

Maya holds a bachelor’s degree (Master 1) in Political Science from Laval University. She is the Canadian correspondent for CREDAF.

Barbare Heraud, Auditor

Barbara Heraud is not part of the CREDAF team strictly speaking, but she is nevertheless an important link in the system. Its mission consists of ensuring exhaustive verification of accounting documents (around 450/year), thus providing security to the members of CREDAF but also to the Secretary General.

She also plays a technical advisory role to the Secretary General in the context of certain unusual accounting entries or in relations with the banking organization managing the association's accounts.
