Le Centre de Rencontres et d’Etudes des Dirigeants des Administrations fiscales, fort de ses 30 pays membres et de ses 30 ans d’existence, a atteint une grande maturité et se caractérise aujourd’hui par un niveau élevé de professionnalisme et d’exigence, et est reconnu comme un lieu privilégié d’échanges.
Professionnalisme
Chaque action du CREDAF, qu’il s’agisse du colloque annuel, des séminaires ou des groupes de travail, est animé par des experts de haut niveau exerçant dans les administrations fiscales de ses membres. Une documentation riche et complète est mise à disposition des participants sur le thème traité, et tous les débats donnent lieu à des synthèses écrites.
Exigence
L’ensemble des délégués présents aux actions du CREDAF, responsables des administrations fiscales ou collaborateurs de haut rang, participent activement aux travaux, en séances plénières ou en sous-groupes, ateliers ou commissions, prenant à tour de rôle la responsabilité d’animer les débats et de les rapporter.
Echanges
Le CREDAF est aussi et surtout un cadre privilégié d’échange d’expériences, de mutualisation des bonnes pratiques et d’opportunité d’approfondir ou de mettre en place des coopérations régionales et internationales. Le tout dans un esprit de convivialité et de fraternité reconnu de tous.Le CREDAF accompagne ainsi ses pays membres dans leur démarche de modernisation et de performance, avec le souci constant du respect des droits et des devoirs de chacun, administration et contribuables, dans un contexte international en évolution permanente.Pour toutes ces raisons, je suis fier et honoré des responsabilités qui me sont confiées au sein de cette belle organisation internationale qu’est le CREDAF.

Ismaila DIALLO, Secrétaire général Adjoint
Given the development of CREDAF's activities in recent years, the Association wished to strengthen the structure of its General Secretariat. Subsequently, Mr. Ismaïla DIALLO was appointed Deputy Secretary General of CREDAF during the 33rd General Assembly which was held on May 22, 2017 in Lomé, Togo, on the sidelines of the 32nd CREDAF international conference.
Principal Inspector of Taxes and Lands within the Senegalese tax administration, Mr. DIALLO was previously Technical Advisor to the Ministry of Economy, Finance and Planning of Senegal, before joining CREDAF as Project Manager permanent, since November 7, 2016.

Cristel VOLPI, Chargée de mission
C’est Cristel qui prépare la logistique des événements organisés par le CREDAF, en équipe avec Odile PAOLETTI, et assure la coordination avec le comité d’organisation du pays d’accueil et l’établissement hôtelier hébergeant l’événement, en amont depuis Paris et sur place pour les colloques et les séminaires.
Elle aide le Secrétaire général à collecter la documentation sur les thèmes retenus et participe aux réunions préparatoires avec les experts animateurs.
C’est elle qui rédige les procès-verbaux des réunions statutaires (Assemblée générale et Bureau exécutif).

Odile PAOLETTI, Chargée de mission
Odile gère toute la logistique interne du secrétariat général et prépare avec Cristel les événements organisés par le CREDAF. C’est elle qui élabore tous les documents de synthèse et les publications du CREDAF, à partir des contenus fournis par les experts et le Secrétaire général. Son œil acéré et sa maîtrise des subtilités de la grammaire et de l’orthographe françaises sont particulièrement appréciés pour la relecture des guides, comptes rendus et autres productions.
Odile met à jour les coordonnées des membres, y compris sur le site internet du CREDAF, et gère le parc informatique du secrétariat. Elle assure « la base arrière » logistique lors des déplacements conjoints de Cristel et du Secrétaire général, sauf pour le colloque annuel où sa présence sur place, aux côtés de Cristel, est indispensable.

Isabelle GODARD, Chargée de mission
Isabelle est plus précisément en charge de représenter le Secrétaire général auprès des organisations internationales en cas d’indisponibilité de celui-ci. Pour ces missions, elle est mise à disposition du CREDAF par la DGFiP française où elle est Administratrice des finances publiques dans une direction territoriale.
Ainsi, elle représente le Secrétaire général au Forum mondial sur la transparence et l’échange de renseignements à des fins fiscales (qui a accordé au CREDAF le statut d’observateur depuis septembre 2012), à l’assemblée générale de l’IOTA ou encore au Forum mondial de l’OCDE sur la TVA. Chacune de ses missions fait l’objet d’un compte rendu de sa part (généralement publié sur le site du CREDAF) en vue de l’information des membres.
Isabelle assiste également aux réunions organisées par l’OCDE à Paris et aux réunions statutaires du CREDAF.
Par ailleurs, Isabelle GODARD apporte un soutien technique au Secrétaire général dans la préparation de certains événements, compte tenu de ses grandes connaissances fiscales.

Laurent ROUSSEAU, Commissaire aux comptes
Laurent ROUSSEAU ne fait pas partie de l’équipe du CREDAF à proprement parler, mais il est néanmoins un maillon important du dispositif. Il assure une vérification exhaustive des pièces comptables (environ 450/an) apportant ainsi une sécurité aux membres du CREDAF mais aussi au Secrétaire général.
Il joue également un rôle de conseil technique auprès du Secrétaire général dans le cadre de certaines écritures comptables inhabituelles ou dans les relations avec l’organisme bancaire gérant les comptes de l’association.
